His reply again :

PayPal appeal denied

Thank you for contacting PayPal with your concern regarding the limitation
on your account.

We regret to inform you that we cannot overturn the limitation on your
account. Due to the violation of PayPal’s Acceptable Use Policy, your
account has been permanently limited.

In answer to your specific questions in your email:

The violation was a laser pointer which violates PayPal’s AUP policy.

In regards to a warning, there is currently no warning procedure, if you
are in violation, PayPal places a limitation as we did with your account.

I have re-reviewed the issue and the violation is valid, the customer
service representative (who does not work in this department) was mistaken.

Even with you removing PayPal from the site the limitation will stand.

If you have any questions, please contact the PayPal Brand Risk Management
Department at  [email protected].

——————— I won’t waste time to appeal that .
